The phrase in question was coined by Alexander Dumas in his clasic 1814 novel, The Three Musketeers. Interestingly enough, it is also the swiss motto. To answer Jeudi's blog, French women did not gain the right to vote until Ocotober 5th 1944, however Muslim women in Alegeria didn't have this right until July 3rd 1958.
